MAYOR KOCH’S hands-on push for a sleek $7 million eatery in Bryant Park has badly split the Landmarks Preservation Commission and put pressure on Chairman Gene Norman.

A high-ranking Koch aide reportedly approached Norman in a City Hall Corridor sometime back and read him the riot act because he couldn't deliver an affirmative vote for the restaurant, according to Joan Shepard. Last week, at a bitter meeting, Norman was unable to muster the votes.

Despite the landmarks panel's inaction, the Art Commission is expected to approve an $18 million master plan for Bryant Park, including the restaurant, which would rise along the back wall of the Public Library.
